Overview

The standard applies to pump water tankers TLF 4000 and specifies additional and/or restrictive type-specific requirements for the general requirements given in DIN EN 1846-2, DIN EN 1846-3 and E DIN 14502-2. Pump water tanker TLF 4000 is a firefighting vehicle with a fire-fighting centrifugal pump driven by the vehicle motor, an installation for quick delivery of water or a hose reel, a fire water reservoir, at least one foam liquid container, a permanently mounted foam-water monitor and fire-fighting equipment the crew of which consists of a troop (1/2) and whose task is mainly the provision of a larger amount of water, the replenishment of fire water and the provision of special extinguishing media for initial application. There is enough reserve mass available to allow specific needs, such as the installation of a powder extinguishing system, a CO2 extinguishing system and a larger foam liquid container and/or fire water container. Explanations with regard to the new type of pump water tanker, its designation and its tasks: - The vehicle designation has been changed from TLF 20/40 or TLF 20/40-SL to TLF 4000, as the nation-wide introduction of the digital BOS radio necessitates a uniform and mandatory designation of fire fighting, medical and disaster control vehicles. Every time a connection is established, a data set, the so called operative-tactical address (OPTA), of the radio subscribers is shown in plain text format on the radio displays. Therewith, the digital radio system necessitates that all users/digital end devices have their own unique address (like an IP address on the internet or individual mobile numbers) and every device is clearly identifiable therewith. Consequently, this presumes a uniform system when designating fire fighting, medical and disaster control vehicles. Regarding the allocation of uniform addresses for radios, the BDBOS has decided to use the "Richtlinie für die operativ-taktische Adresse (OPTA) im Digitalfunk der Behörden und Organisationen mit Sicherheitsaufgaben" ("Directive for the digital system operative-tactical address of the authorities and organizations responsible for safety") of the Ausschuss für Informations- und Kommunikationswesen des Arbeitskreises V (Working Committee for information and communication systems of Working Group V) nation-wide as a necessary technical standard and recommends it to the federal states for implementation. - The designation TLF 4000 stands for a pump water tanker which, compared to the former TLF 20/40, has a significantly higher total mass and extra equipment, especially a foam liquid container and the ability of providing special extinguishing media (powder or CO2 extinguishing system). The latter is marked with PTLF (P stands for powder extinguishing system) for tactical reasons. As CO2 extinguishing systems are rarely installed, an own designation has been omitted. - TLF 4000 corresponds to class M or S according to DIN EN 1846-1 and DIN EN 1846-2, has at least 4 000 l fire water capacity and at least 500 l foam liquid and fittings for dispensing foam (low expansion foam and medium expansion foam) via hand-held nozzles and via permanently mounted monitors. Alternatively to the foam-producing equipment carried along, the use of a positive pressure foam system or compressed air foam system according to DIN 14430 is possible, whereby then the shut-off type D extraction lines for liquid foams and the proportioners and pick up hoses required in Table 1 (standard load), group 2, equivalent to the performance of positive pressure foam systems and compressed air foam systems can be omitted. - TLF 4000 shall also be able to cover the scope of the former TLF 20/40, TLF 20/40-SL and TLF 24/50. When an 18 t chassis is used, there may be limitations regarding the application outside paved tracks and on fire brigade access roads. The following amendments have been made with respect to the standard DIN 14530-21:2007-11: a) designation has been changed due to the nation-wide introduction of digital BOS radio; b) foreword and introduction have been reformulated; c) term "pump water tanker TLF 4000" has been revised, characteristic mass has been deleted and permissible total mass has been increased to 18 000 kg; d) requirements for the chassis, structure and fire-fighting installations have been completely revised; e) reference to the guideline for acceptance tests on delivery according to DIN EN 1846-2:2010-01, Annex G, has been incorporated; f) fire fighting equipment in Table 1 (standard load TLF 4000) has been completely revised; g) additional equipment foam, hose for fire forests and standard additional load have been omitted and additional load for forest fires has been incorporated instead as Table 2; h) contents and bibliography have been editorially revised; i) DIN V 14011, DIN 14365-1, DIN 14365-2, DIN 14366-2, DIN 14367, DIN V 14430, E DIN 14502-2:2004-04, DIN 14811-1, DIN EN 1846-2:2002-03 have been deleted in the normative references and DIN 14330, E DIN 14502-2:2009-07, DIN 14811, DIN EN 1846-2:2010-01, DIN EN 15182-2 and DIN EN 15767-3 have been incorporated instead. The committee responsible for this standard is NA 031-04-06 AA "Allgemeine Anforderungen an Feuerwehrfahrzeuge - Löschfahrzeuge - SpA zu CEN/TC 192/WG 3" ("General requirements for fire service vehicles - Fire fighting vehicles - Mirror Committee of CEN/TC 192/WG 3") at DIN.
