Overview

The medium sized pumping appliance MLF is a fire fighting vehicle with a fire-fighting centrifugal pump driven by the vehicle motor, an installation for quick delivery of water or a hose reel system, a fire water reservoir and fire fighting equipment for a group (1/8), whose crew consists of a fire fighting squad (1/5), mainly serves for the fighting of fires and forms an independent tactical unit with the crew completing the group. Conceptually speaking, the MLF is situated between the TSF-W and the LF 10, generally has a maximum total mass of 7,5 t and fills the gap between both of these established pumping appliances. During the discussion of comments to the standard draft E DIN 14530-17:2005-09 (TSF-W) a corresponding need for standardization resulted from the received comments. After a very intense fundamental discussion in the DIN-FNFW committees regarding the overall fire fighting vehicle concept of the "smaller" pumping appliances, starting with the KLF (small pumping appliance) and ending with the LF 10 or HLF 10, it has been decided to prepare a document for this standardized pumping appliance. For this purpose, the following key aspects for the vehicle were laid down, the corresponding requirements of which are standardized in this standard: - orientation of the concept to a truck chassis; - as a rule a maximum total mass of 7,5 t (class L (light) in accordance with DIN EN 1846-2); - overriding 2-wheel drive; - cabin for fire fighting squad; - group equipment; - fire water reservoir with a useable water content of at least 600 l; - permanently installed fire-fighting centrifugal pump EN 1028-1-FPN 10-1000. The vehicle designation has been changed from pumping appliance StLF 10/6 to medium sized pumping appliance MLF, as the nation-wide introduction of the digital BOS radio necessitates a uniform and mandatory designation of fire-fighting, medical and disaster control vehicles. Every time a connection is established, a data set, the so called operative-tactical address (OPTA), of the radio subscribers is shown in plain text format on the radio displays. The digital radio system necessitates therewith that all users/digital end devices have their own unique address (like an IP address on the internet or individual mobile numbers) and, as a result, that every device is clearly identifiable. Consequently, this presumes a uniform system when designating fire fighting, medical and disaster control vehicles. Regarding the allocation of uniform addresses for radios, the BDBOS has decided to use the "Richtlinie für die operativ-taktische Adresse (OPTA) im Digitalfunk der Behörden und Organisationen mit Sicherheitsaufgaben" ("Directive for the digital system operative-tactical address of the authorities and organizations responsible for safety") of the Ausschuss für Informations- und Kommunikationswesen des Arbeitskreises V (Working Committee for information and communication systems of Working Group V) nation-wide as a necessary technical standard and recommends it to the federal states for implementation. With the amendment of the vehicle designation from pumping appliance StLF 10/6 into medium sized pumping appliance MLF an improved pronunciation of the new vehicle designation is also taken into account. In the framework of the available spatial and dimensional reserves, special equipment can be provided with equipment when it corresponds with the state of the art. The following modifications have been made with respect to the previous version of April 2008: a) modification of the vehicle designation from pumping appliance StLF 10/6 to medium sized pumping appliance MLF; b) an increase of the permissible total mass to 8 500 kg at the request of the purchaser, taking into account specified criteria; c) standardized fire fighting equipment in accordance with Table 1 completely revised and adapted to the current pumping appliance standards; d) Table 2 with additional equipment deleted and replaced by a reference to DIN 14800-18 (including supplements); e) all normative references adapted and for that purpose DIN V 14011, DIN 14330-1, DIN 14330-2 and DIN EN 1846-2:2002-03 deleted and DIN 14011, DIN 14330, DIN 14502-3, DIN EN 1846-2:2010-01 incorporated; f) standard content, including bibliography, editorially revised. The committee responsible for this standard is NA 031-04-06 AA "Allgemeine Anforderungen an Feuerwehrfahrzeuge - Löschfahrzeuge - SpA zu CEN/TC 192/WG 3" ("General requirements for fire fighting and rescue service vehicles - Fire fighting vehicles - Mirror committee for CEN/TC 192/WG 3") at DIN.
