Overview

The work on this standard refers to a particular history. The existence of flushing cisterns with differing working principles on the European market initially made a division of the standard necessary. Because this way was already dismissed by the European Commission for WC pans and suites at an earlier point in time, the original intention of the development of standards to fulfil the mandate M/110 "Sanitärausstattungsgegenstände" given to CEN by the European Commission (EC) and the European Free Trade Association (EFTA) on the basis of the Construction Products Council Directive (89/106/EEC) was abandoned. From now on, as in the case of EN 997, a classification of flushing cisterns had to be introduced here as well due to national provisions in certain countries regarding specific fields of application. How far this situation is beneficial to European harmonization ideas fundamentally supported by the sanitary product industry will be shown in the near future. The now emerging standard contains, along with a complex of terms and definitions, a detailed description of the three classes of flushing cisterns. While important functional requirements for all classes (amongst others, flush volumes (water saving devices), flush rate, backflow prevention, leaktightness, endurance) are described, the description of Class 1 and Class 3 products (flushing cisterns for WC, adjustable to either 4 l, 5 l, 6 l, 7 l or 9 l, such as those employed in Germany, and for urinals) are supplemented by specific requirements for the design (flushing cistern equipment, water connection, connection hoses, flush pipes, removal of flexible components, connecting dimensions). Noise behaviour is considered to be associated with the assignment of the inlet valve to a certain acoustic class. As a result of intensive examinations associated with high costs and round robin tests additionally performed by test laboratories and manufacturers of both partial branches of the sanitary industry in a response to the current market development to optimize the flush requirements for low-hanging build-in flushing cisterns, the impact force has been introduced as a further parameter for flush requirement test specification which has become necessary in order to ensure the common interaction of two standardized products - WCs and flushing cisterns. The requirements for Class 2 products correspond solely to British market conditions. All functional requirements shall be verified by an extensive system of test methods. Essential requirements of the EU Construction Products Directive are supported by the standard. Products in accordance with this standard thus conform only to the Directive if they correspond with the requirements given in Annex ZA and are submitted to the method for attestation of conformity contained in this annex. Conformity with Annex ZA is verified through the CE marking of the products. This standard has been prepared by CEN/TC 163/WG 3 "Closet bowls, flushing cisterns, urinals, bidets and kitchen sinks", under German leadership.
