This Technical Specification has been prepared because the subject of indirect fulfilment for rail is subject to fast-moving technical changes and it is expected that revisions will be needed in the future, specifically in the area "Non-integrated reservation tickets". At this time it is expected that after this Technical Specification is transferred to an EN it will be referenced by the Telematics Applications for Passenger Services - Technical Specifications for Interoperability (TAP-TSI). In the future any variations will require approval not only by CEN/TC 278 but the European Rail Agency (ERA) as well. The intention of the TAP-TSI is to introduce a statutory framework of requirements and obligations for railway operators, infrastructure managers and others that will ensure interoperability in rail transport ticketing and information provision.
