Overview

This standard defines relevant requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with these requirements. Once this standard is cited in the Official Journal of the European Union, it is deemed a "harmonized" standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive ("presumption of conformity"). The definition of the term crane includes all machines for cyclical lifting or for the cyclical lifting and moving of loads suspended from hooks or other load suspension devices, also winches that meet this definition. This European Standard specifies requirements for the design and selection of electrical, mechanical, hydraulic and pneumatic equipment used in all types of cranes and their associated fixed load lifting attachments with the objectives of protecting personnel from hazards affecting their health and safety and of ensuring reliability of function. Special requirements for specific crane types and load handling attachments are specified in corresponding European standards. The electrical equipment covered by this European Standard commences at the point of connection of the supply to the crane (the crane supply switch) including systems for power supply and control feeders situated outside the crane, such as flexible cables, conductor wires or bars, electric motors and cableless controls. The principles to be applied for cranes transporting hazardous loads are given in this standard. Particular requirements are given for cranes transporting hot molten metal. The standard does not cover the detail design of individual items of equipment except with regard to their selection for specific aspects of use. In general, the proof of competence calculations and related strength requirements or safety margins of equipment and components are not covered by this standard. These questions are covered in EN 13001 parts 1 and 2, and in the EN 13001-3 series. Exceptionally, some safety margins are given here for items not covered in EN 13001-series. Hazards due to noise are not covered by this standard. They are addressed in safety standards specific to each type of crane. The specific hazards due to potentially explosive atmospheres, ionising radiation, and operation in electromagnetic fields beyond the range of EN 61000-6-2 are not covered by this European Standard. This standard contains the German version of EN 13135:2013+A1:2016 prepared by Technical Committee CEN/TC 147 "Cranes - Safety" of the European Committee for Standardization (CEN). The standard differs from DIN EN 13135:2013-05 as follows: a) Subclause 5.7.2: performance of the risk assessment for the safety-related performance level has been specified with regard to the relationship between product standards and this document. b) Clause 5: adaptation to the state of the art and the CEN/TC 147 series of standards. c) Clause 2: normative references have been updated; d) Annex A has been updated. The national interests during the preparation of the standard were represented by the committee NA 060-22-10 AA "Lenkungsausschuss Krane und Hebezeuge" ("Steering committee cranes and lifting equipment") and in particular NA 060-22-10-22 AK " Konstruktion, Ausrüstungen (SpA CEN/TC 147/WG 3)" ("Design – requirements for equipment") (SpA CEN/TC 147/WG 3) at Technical Section "Krane und Hebezeuge" ("Cranes and lifting equipment") at DIN Standards Committee Mechanical Engineering (NAM). Representatives of the manufacturers and users of cranes and lifting equipment as well as of professional and trade associations were involved in the preparation of this standard.
