Overview

This standard defines relevant requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with these requirements. Once this standard is cited in the Official Journal of the European Union, it is deemed a "harmonized" standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive ("presumption of conformity"). This standard applies to snow grooming equipment as defined in 3.1 and its use with attachments as described in 3.2. With the exception of rear-mounted snow tillers and front blade attachments, this standard does not deal with the specific hazards of the attachments themselves. This standard is not applicable to snowmobiles. This standard deals with all significant hazards, hazardous situations and events relevant to snow grooming equipment, when it is used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). It also deals with hazards during commissioning, use, fault-finding and maintenance. This standard is not applicable to snow grooming equipment manufactured before the date of publication of this document by CEN. For travelling on public roads, national traffic regulations apply until harmonised requirements are available. This European Standard contains the German version of EN 15059:2009+A1:2015 which has been prepared by Technical Committee CEN/TC 151 "Construction equipment and building material machines - Safety" at the European Committee for Standardization (CEN). This standard differs from DIN EN 15059:2009-08 as follows: a) Clause 2 "Normative references" has been updated; b) Subclause 5.6 "Driver's cab" has been revised, in particular with regard to the roll-over protective structure; c) Subclause 5.7 "Transport of persons outside the driver's cab" has been added; d) Clause 7 "Information for use" has been updated, in particular with regard to the rules for transportation of persons; e) Annex B (normative) "Transport of persons outside the driver's cab" has been added; f) Annex ZA (informative) "Relationship between this European Standard and the Essential Requirements of EU Directive 2006/42/EC" has been included. The national interests during the preparation of the standard were represented by Working Committee NA 060-13-17 AA "Pistenraupen" ("Snow grooming equipment") at Technical Section "Bau- und Baustoffmaschinen ("Construction equipment and building material machines")" of the DIN Standards Committee Mechanical Engineering (NAM). Representatives of manufacturers and users of snow grooming equipment, and of the employers' liability insurance associations contributed to this standard.
