Overview

This document specifies relevant requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with these requirements. Once this standard is cited in the Official Journal of the European Union, it is deemed a “harmonized” standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive ("presumption of conformity"). This amendment establishes safety requirements and measures for all types and sizes of mobile elevating work platforms intended to transport persons to work sites where they perform work from the work platform, provided that persons enter and exit the work platform only at access points near the ground or from the chassis. Machines for the transport of goods that are equipped with working platforms as interchangeable equipment are considered to be mobile elevating work platforms. This document is applicable to the strength calculations and stability, construction, safety requirements and testing of mobile elevating work platforms before they are used for the first time. It indicates the hazards created by the use of mobile elevating work platforms and describes procedures to eliminate or reduce these hazards. This document contains the German version of EN 280:2013+A1:2015 prepared by Technical Committee CEN/TC 98 "Lifting platforms" within the European Committee for Standardization (CEN). This standard differs from DIN EN 280:2014-02 as follows: a) extensive changes in 5. 2.5.2 "Calculation method" b) changes in 5.2.5.3.1 "Static strength verification" c) concretization of the fatigue strength verification d) changes in 5.7.9 "Overriding of emergency stop and/or safety functions/devices" e) extensive changes in 5. 11 "Safety devices" f) addition of a new informative Annex H "Stress profile parameters" g) addition of a new informative Annex I "Assessment of fatigue strength: relationship between S classes in EN 13001-3-1 and B groups in DIN 15018" h) addition of a new normative Annex J "Requirements for safety functions with Performance Level d". The national interests during preparation were represented by Committee NA 060-22-21 AA "Hubarbeitsbühnen" ("Elevating working platforms") at Technical Section "Conveying technology" of DIN Standards Committee Mechanical Engineering (NAM). Representatives of manufacturers and users of mobile elevating working platforms, and of the employers' liability insurance associations participated in its preparation.
