Electronic Tolling systems are complex distributed systems affecting complex functions such as dedicated short-range communication (DSRC) and global navigation satellite systems (GNSS), amongst others, and therefore affect the computation of tolls. In order to protect various interests of the different involved stakeholders, such as service users and toll chargers, it is essential to define metrics to measure the performance of the system as far as computation of charges is concerned. This is to reduce potential calculation errors in terms of size and probability to an acceptable level. These metrics will be an essential tool when establishing requirements for the systems and also for examination of the system capabilities.
