VDI 4208 Blatt 2:2019-01 - Draft

This standard specifies requirements on bodies for periodic testing of performance tested measuring devices used for emission monitoring at small firing installations according to the Ordinance on Small and Medium Firing Installations (1st BImSchV) or the Ordinance on Sweeping and Checking (KÜO). This includes organisational and technical requirements, the check of the equipment, the documentation of the results of the testing of the measuring devices, and the quality management system. According to Art. 13 Para. 3 of the 1. BImSchV and Art. 1 of 41. BImSchV, bodies for periodic testing of performance tested measuring devices are notified by the competent authority of the corresponding federal state. In the notification process meeting of different requirements on bodies testing measuring devices is checked, e.g. requirements on reliability, independence, neutrality and equipment, which are specified in this standard. The obligation that measuring systems used for emission monitoring at small firing installations have to be checked every half year by a body for periodic testing of these measuring devices guarantees that the relevant measurands are determined in accordance with the regulations. This standard is addressed to bodies for periodic testing of performance tested measuring devices and to the authorities responsible for the notification of these bodies. Manufacturers of measuring devices for monitoring emissions at small firing installations, test institutes performing performance tests of such measuring devices, and users of these measuring devices may use this standard as an additional source of information.
