Overview

This Amendment defines essential requirements set out in Annex I of EC Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with such requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Communities, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called presumption of conformity). This Amendment deals with machine-specific significant hazards, describes the associated safety requirements and/or safety measures as well as requirements for information for use. This Amendment specifies the minimum requirements for design, calculation, examinations and tests for hydraulic powered loader cranes and their mountings on vehicles or static foundations before putting them into service for the first time. This Amendment does not apply to loader cranes used on board ships or floating structures and to articulated boom system cranes which are designed as total integral parts of special equipment such as forwarders. This Amendment does not cover hazards related to the lifting of persons. The use of cranes for the lifting of persons can be subject to specific national regulations. This Amendment contains the German version of EN 12999:2011+A1:2012 which has been prepared by CEN/TC 147 "Cranes - Safety" of the European Committee for Standardization (CEN). This standard differs from DIN EN 12999:2012-03 as follows: a) 5.4.1.2: Alternatively, timber handling cranes may however have fixed stabilizer feet, in which case the leg is to be designed for the additional bending moment; b) 5.4.3.1: It is clarified that a system (for example, angle sensor) detecting that the first boom is not stowed below permissible transport height is to be provided to all vehicle mounted loader cranes shall be present. c) 5.6.1.3: the requirement has been revised and a note has been included. d) a note has been included. The national interests during the preparation were represented by Working Group NA 060-22-18 AK "LKW-Ladekrane" ("Loader cranes") at Technical Section "Krane" ("Cranes") of the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of manufacturers and users of cranes, and of the employers' liability insurance associations contributed to this standard.
